Arabs' Attempt in Reviving the Dead 181 Partition Resolution

World War I was fought from 1914 to 1917 with the Ottoman Empire losing and the West winning which resulted in Palestine being taken over by the Western Powers in which Britain held the mandate from 1917 to May 14, 1948  to create a Jewish Homeland.  This was decided through the Balfour Declaration and the League of Nations.  The League of Nations died because they were breaking their own rules. It was started January 1918 by the USA and ended 12 April 1946.  It wasn't able to prevent WWII.   It changed over to become the United Nations on June 26, 1945 and in 1947 Britain put the matter of Palestine into their hands.  The UN Commission RECOMMENDED partitioning what was left out of the original Mandate into 2 new states; one Jewish and one Arab with Jerusalem to be an international zone belonging to neither.
                                                                       

David Lloyd George, British Prime Minister, said that the Balfour Declaration implied that the whole of Palestine, including Transjordan, should become a Jewish state, but in 1922 it had been taken illegally by the Hashemite ruler, Abdullah which was later called Jordan.  During all the attack on Israel after declaring itself a state, Jordan had invaded and annexed it illegally.  The UN did not call them on it.  That was one state created out of the Jewish Homeland already.   Abdullah had taken 77% -80% of the landmass of the original Mandate for the Jews.  He set up an Arab Kingdom.

 There are already 57 Muslim majority countries in the world and 22 of them are right in the Middle East: Egypt, Jordan, Iraq, Syria, Lebanon, Saudi Arabia, Turkey, Iran, Afghanistan, Pakistan, Turkey, Sudan, Algeria, Morocco, Yemen, Libya, Kuwait, Oman,  Bahrain, Qatar, Tunisia, United Arab Emirates.  Now Arabs living in the land and others who came in looking for work are calling themselves Palestinian Arabs.  Jews who lived there were called Palestinian Jews.  The Arabs want to create a state and call it Palestine but they have been refusing every offer made since 1947.

17,000,000 Arabs live on 1,290,000 square miles while Palestine, after losing the 76% of land to Transjordan has been decimated to having only 8,000 square miles.  In 1967 Israel picked up what Jordan had taken of Samaria, Judah, East Jerusalem and Golan through winning against a gigantic Arab attack.  The proposals would have taken the 10,000 square miles they had and reduced it by 1/2 for Palestine to be carved out of it.  UNSCOP wanted to eliminate the Western Galilee from the Jewish state which would have meant taking Safed, my city which had been Jewish since time memorial.  It was the center of Kabballah.

In 1947 talk was If another state is to taken out of the remainder of the Jewish state, the Jews would be getting only 1/8th of their original promised Homeland.  Originally, their Israel and Judah had covered more space than this original allotted Jewish Homeland  including Trans Jordan was to be, but the Jews accepted the deal  called Resolution 181 or the Partition Plan and the Arabs refused.  this was a non-binding RECOMMENDATION  WHOSE IMPLEMENTATION HUNG ON ACCEPTANCE BY BOTH PARTIES.  Not only did the Arabs refuse but they threatened bloodshed if the UN adopted the Resolution.  This scared Britain since the Arabs proposed to attack and impede its work in every possible way.    This means that Resolution 181 was rejected by the Arab world.   Not only that, but it was the last straw.

Before that were many other recommendations from the Mandate people and other international commissions.
1. 1922:  Great Britain partitioned Palestine; Arabs wanted the whole country to be Arab.
2. 1937  Peel Commission
3. 1938 Woodhead Commission
4. 1946  Two proposals championed a bi-national state,
            a. Anglo-American Committee of Inquiry, April- single state with equal powers
            b. Morrison-Grady Plan, July - federal state with 2 provinces

The Arabs rejected them all.

Now they want to divide and conquer.  They won't recognize Israel as the Jewish state and their charters all call to destroy Israel.  when Resolution 181 was read in the General Assembly of the UN, each Arab country spoke from the dais to sound off their rejections.  Iraq's Mr. Jamali said the decision was anti-democratic, illegal, impractical and contrary to the Charter (?) and Iraq doesn't recognize the validity of this decision and those who pass it are responsible for the consequences.  Syria's Amir. Arslan  said that the charter was murdered and his country would never recognize the partition, and the consequences were on the heads of others, not theirs.  Yemen's Prince Abdullah said that the partition plan is contrary to justice and to the UN Charter (?).  They did not feel bound by such a decision and would reserve its freedom of action towards it.  All the others were of the same mind.

 Israel was created May 14, 1948 through a UN vote  and within seconds was attacked by all the Arabs in a bloody war..  3 days later, the Palestine Commission adjourned sine die without picking a date after the General Assembly appointed a UN Mediator in Palestine, which relieves the UN Palestine Commission from the further exercise of its responsibilities.  181 then became a moot issue.  The establishment of an armistice-line (the "Green Line") was just a temporary ceasefire line expected to be followed by peace treaties.  No peace treaties were signed.  Since Israel was later attacked in 1956, 1967, 1973, etc. to this day, one wonders about peace treaties since states change hands, thus politics.  Egypt had a peace treaty signed by Sadat in 1979 after the 1973 war.  It's still in effect.  Jordan has a peace treaty signed October 26, 1994, still in effect.

By July 30, 1949 it was seen that the Arabs rejected the scheme entirely.  Armistice agreements were reached after much fighting between Israel and Egypt, Lebanon, Syria and Trans-Jordan with the help of UN Mediator, Dr. Ralph Bunche.  By now the UN had abandoned the recommendations of Resolution 181 and its ideas "were drained of all relevance by subsequent events."  The Arabs continued to reject 181 after the war.  This was possibly because they controlled Judea and Samaria (West Bank) from 1948 to 1967 when they, including  Jordan,  again attacked Israel.

Now, the Arabs are trying to revive Resolution 181.  For over 60 years they have rejected it and are now trying to bring it to life to use as a leverage to  make Israel withdraw from Western Palestine so they can attack the rest of Israel easier because  it would have no defensive borders.

Professor Sir Elihu Lauterpacht of Cambridge, Judge ad hoc of the International Court of Justice and renowned expert on international law said that from a legal standpoint, the Resolution 181 had no legislative character to give territorial rights to either Jews or Arabs.  Any binding force would have had to come from the principle pacta sunt servanda, or treaties must be honored.  This would be from agreement of the parties at variance to the proposed plan.  The right of a State to exist come from its factual existence.  When that existence is prolonged it shows every sign of continuance and is recognized by the generality of nations.

Professor Julius Stone, authority on the law of Nations, " one of the world’s best-known authorities in both Jurisprudence and International Law. His publications his activities and the many honours conferred on him are eloquent evidence of his high standing in these two fields.said that Israel's "legitimacy" or "legal foundation" for its birth does not reside with the UN Partition Plan, which as a consequence of Arab actions became a dead issue."

  He then said that its validity rests on assertion of independence by its people and government, on the vindication of that independence by arms against assault by other states, and on the establishment of orderly government within territory under its stable control.

He just described Israel.  This is a legal state, not matter how you look at it.  For a variety of reasons, it again lives.

USA's Attempt To Be Serious With Palestine Authority

If children bite their siblings their parents will at least put the biter in a time out.  Some might even advocate a spanking, which of course is frowned upon today.  There will be a consequence.  What kind of consequence is there in the mix for a terrorist organization that attacks a country constantly with missiles and rockets?  Do they get rewarded with their self-serving egotistical ends that bring them nearer to the destruction of the country they are picking on?

Evidently so.  The Palestinian groups of Fatah and Hamas are bound and determined to go to the General Assembly of the U.N. to get their recognition, even if only seen as a non member state.    On the 28 of June the US Senate passed S Res 185 for Obama to veto their request.   The Palestinians have been told that their asking for recognition "will make it harder for the US to have relations with them."  This is from a senior Western diplomat on Wednesday.  This "relationship" means support for the "West Bank" (Judea and Samaria) from the US with money and the training of Palestinian security forces.  According to this diplomat, these two things are viewed as a "net positive" for the US, Israel and the Palestinian Authority. 

The Palestinians are demanding that Israel return to the 67 borders (which Obama has already been in agreement with and told Netanyahu as such on TV).  They are also demanding the right of return of all "Palestinians" which will drown Israel.  Who they are presenting as returnees are not possible in anyone's math.  I can't picture Israel allowing themselves to be pushed out of East Jerusalem.  So far, no concessions on Israel's part has been met with peace, so there is no reason to give up an important section of Jerusalem.  Gaza is an excellent example.  Giving up Gaza brought war at their doorstep, not peace.  Of course, recognition of Israel as a Jewish state would be a statement of peaceful coexistence that doesn't seem to ever be possible. 

I reel from shock that the US has been training the Palestinian security forces.  Are we training Hamas who has been shooting missiles into Southern Israel for all these years and has stepped up the bombarding this past month again?  Hamas and Fatah have joined forces in order to present their case to the UN, so that means that whatever is being taught to Fatah is getting to Hamas as well.  All this time the  two entities have been at odds with each other in their own power struggle to rule and had not been in agreement as to the methods to attack Israel with, and now they have a united pact.  Is this the only way our USA can help a supposed friend, Israel?  Instruct their enemy in tactics of war?  This is so like what Britain did before and during Israel's birth announcement in the UN on May 14, 1948.  Their "security" training can be used against Israel. 

Such a statement as what has been pronounced is really scary.  The USA told the Palestinians that "it is a bad idea".  They also mentioned that the UN is an inappropriate forum to try and resolve those issues."  The only problem here is that they are approaching the wrong department at the UN which is the only one available at this time.  It will not hold any water in legalities.  But it will show who the nations are siding with if they follow their promises of being in agreement with the terrorists. 

The Palestinians have chosen to terrorize Israel into taking over their land.  It's a long used past perfect form of being an aggressor.  They refuse to respect and recognize Israel and teach their children that  Israel belongs to them.  In fact they don't even use or recognize the name of Israel in their culture.  Yet, so many countries have shown that they will back an aggressor who has no legal grounds to stand on to achieve their goal of wiping out a country.  If Hitler were to appear today he would win.  You need land?  Of course, don't ask, just take.

Yes, Israel was in agreement at the birth of it's wee little nation that there would be a Palestine as a neighbor, but under completely different conditions.  Those conditions have not been met.  They were supposed to be a peaceful group.  The Arabs said they'd never accept Israel in their neighborhood and meant to drive it and the people into the sea and they haven't changed in 63 years.  I'd love to see any of the nations who have joined their bandwagon of approval to put up with a country of the likes of Palestine next door to them.  Under the direction of the Arab Spring autocrats who are in their own jeapardy game today, the Palestinians have been molded into a fighting force against the former tenants of the land with no rational ability to solve their own problems.  The Palestinians think they have a problem  and force is their only way to solve it.  They have been programmed by their higher authority and it's going to take a lot of long-range rehabilitation to change their affect. 

The nations of the world involved in this piece of history are aiding and abetting a killer group to succeed.  They are laying the foundations for their own destruction.  They are saying that they have no backbone.  Come and take over our country.  We helped you to take over Israel.  Any place is up for grabs.  No one has to be a good neighbor.  It's a free for all because we won't fight for anyone's rights including our own. 

Here the USA is in deep trouble financially and we are still thinking about providing monies to a terror group so that they can continue terrorizing Israel.  Why on earth are we planning to train their "security forces" when they are not creating security for anyone?  It's not in their program.  What kind of security was going on when the whole state of Israel had to wear gas masks  on two different occasions from attacks from their neighbors?  The only thing the USA should teach about security is that if they quit attacking Israel they will have no need to have "security men."

I Am a Zionist and Proud of It

What does it mean to be a Zionist?  It's not a racist, that's for sure.  It's not saying that I'm an exclusivist, either.  What it means is that I belong to the modern national liberation movement of the Jewish people.  It's to be a part of an 1,800 years old dream to rebuild the Jewish  state of Israel after the destruction of the 2nd Temple which caused the expulsion of so many Jews.  After all, we were led there by G-d in the days of Moses and were told that this was to be our home.  Who dares argue with G-d?  Many of us stayed away for 2,000 years and finally, with great effort and purpose, have made it back home.  In 1948 our population was a little over 600,000, the same number that left Egypt with Moses that headed for our new home.  We had Jews and ties with the land for more than 3,000 years from the time of Abraham.  Jews speak their national language of Hebrew and have a distinct civilization.  Resettlement in Israel has gone on for centuries.   Beginning in 1881, Zionists were working on rebuilding their nation that was finally officially recognized in 1948. 

My husband, Danny Eskow and myself, will be leaving on our Aliyah to Israel in a few days.  
 

Our history shows the need to have a national home to ensure our Jewishness of our Jewish people. After living in the diaspora for 2,000 years, many have assimilated into the surrounding culture and religions.  I see this happening in my own life in the USA.  After existing for centuries through fire and pogroms and near extinction, I'd rather die than see this happen.  

 What is Jewishness?  Jews have a shared religion as well as culture and history.  In our Jewish population we have people of all colors. We come from the European lands and are Ashkenazi Jews.  We also come from the Middle East countries and are the Sephardic Jews.   More than 100 countries make up Israel's populaton and are co-mingling again as a united nation.

Zionism is the Jewish people's sense of origin and destination in the land linked eternally with its name.  Zionism is the fulfillment of the Jewish nation.  Abba Eban wrote that he remembered something from 28 years ago: "When Arab armies had attacked Israel on the day of its birth, Andrei Gromyko said in the Security Council on May 21, 1948, that Arab military operations were "aimed at the suppression of a national liberation movement."  They're still actively trying to do it 63 years later. 

This is a time prophesized in the Bible of the return of Jews to Israel.  Israel is even finding a return of some of the lost tribes of Israel as well.  I was a part of the group of Jews who made Alliote to Israel in this return.  Though I couldn't remain there, many others have been able to do so.  I saw the return of Black Jews of Ethiopia who were said to be the remnant of the Queen of Sheba who had visited King Solomon.  These people were practicing Judaim and lived in a very threatening environment. 42,000 Ethiopians came to Israel in three airlifts: Moses, Joshua and Solomon.   Arriving in Israel barefooted and in white sheets, our community of Safed quickly took care of their needs and with donated clothing  set up a boutique in an empty apartment where they could try on clothing.  They seemed to be all artisans and put on an art display of their goods.  I couldn't believe how quickly they integrated into our society and saw how capable they were in the supermarket.  I worked with Jews from Morocco and Egypt and Russia, from America and England and Australia.  My favorite female singer was a beautiful gal from Yemen, Oprah Hazah.  I couldn't take my eyes off of the gorgeous women from India in their special clothing.  It was thrilling to see people from all corners of the earth and to know that we were Jews with our own country once again.  Every step we took was in a special piece of our land with a history that went back thousands of years. 

 The word "Zionism" was coined by Nathan Birnbaum in 1890.  The United Nations  tried to befoul Zionism by creating a resolution slandering it in 1975 by connecting it to racism.  Chaim Herzog was Israel's ambassador to the UN then and noted that the vote came exactly 37 years after Kristallnact, (night of the broken glass) a terrible pogrom on Jews in Nazi Germany and Austria on November 9th and 10th 1938 which led to the Holocaust, the attempt of Nazis to kill all Jews in the whole world.  That was such a ridiculous resolution being Israel's ingathering of the Jewish people from all the lands results in  a showy bouquet of all colors and hues of people and is the very opposite of racism. 

Israel's scrupulous insurance of all religions and political rights of Christians and Muslims, citizens of Israel as well, rebut the charge of the UN's exclusivism. They should attend a Knessett meeting and see for themselves that Israel is more democratic than many other countries and is the only democratic state in the Middle East. Again, this was a ridiculous unfounded attack on Israel.

We certainly as a people are entitled to our own homeland, and have one to return to. It was desolate and nothing but swamps and desert when our pioneers returned in the 1800's.  It was nothing but a holding of the Ottoman Empire, used only by camels passing by, populated by a few Jews and Bedouins.  Mark Twain wrote about it while on his "pleasure trip" in "The Innocents Abroad" which he writes of his impressions and sights in his descriptive manner. He mentions that he thought he had seen it with impartial eyes and was sure he had written at least honestly, whether wisely or not.  It was as if the land were waiting for Jews to return to rebuild and turn it into a garden.  

 Martin Luther King said "When people criticize Zionists, they mean Jews.  They are showing that they are really anti-semitic."  To be a Zionist is to support Israel's existence. I hope others find they are Zionists as well.
